Job Summary
This position performs design review and construction inspection work for private development projects in accordance with county code and professional standards.

Examples of Duties
Reviews project proposals, design calculations and construction plans for new development and inspects to ensure compliance with standards and county code. Communicates requirements both orally and in a written format to developers, engineers, contractors, other county departments and outside jurisdictions. Provides technical support to code compliance officers. Prepares and reviews code revisions. Performs research associated with various engineering projects as required; proposes solutions to technical engineering problems, and makes recommendations. May assist with County-wide emergency response.

Incumbent will have the ability and aptitude to work at a high level in Development Review, Design/Engineering, Construction, or Traffic. Also shall have at least two years of experience working as a Technician III or equivalent. The incumbent will

• Demonstrate competency using computers for drafting and design tasks as well as for email, word processing, spreadsheet, scheduling, internet research, graphics, database management, and use of printers/plotters and digital cameras in support of work responsibilities;
• Understand and use of engineering principles, practices and methods;
• Demonstrate competency using basic math, Algebra, Geometry, Trigonometry and various engineering formulas and understanding of construction methods;
• Be familiar with County, State and Federal regulations and codes pertaining to public works engineering and construction, including but not limited to: WSDOT Standard Specifications, Local Agency Guidelines (LAG), AASHTO Design Standards, Stormwater Management Manual and County code; and
• Demonstrate understanding of survey and mapping principles and practices.
• Work and communicate effectively and courteously with other employees, the public, outside agencies, Consultants and Contractors.
• Show initiative in performing job functions – has the ability to accurately estimate the time for completion of tasks and meet deadlines, request timely guidance when needed, regularly seek opportunities to take on additional tasks and responsibilities, and seek opportunities for training as it becomes available or needed.

Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities required to perform the job.
• AA degree in civil engineering, surveying or related field, or
• Equivalent related field or office experience in civil engineering, contract administration, surveying or geodetic work.

Licenses, Certification and Other Requirements

• A valid Washington State Driver’s license.
• First Aid/CPR/AED certification
• Maintenance of current skills and additional training as needed.
• Flagger training (may be received within first six months of employment)
• Certified Erosion and Sediment Control (may be received within first six months of employment – Construction and Development Review)
