The City of Mukilteo Public Works department is currently looking for a highly skilled, motivated Senior Engineering Technician! This position is open until filled. First review of applicantions will be on November 5, 2018.

Position Summary:
Under the supervision of the Assistant City Engineer, performs senior-level engineering technician duties related to the operations of the Engineering division of the Public Works Department including, but not limited to, private development project reviews and inspections, and design, capital project management and implementation and transportation engineering services.
Essential Duties:
Essential Duties and Responsibilities:
This position is for a fully experienced technician, and independently performs a wide variety of duties related to the responsibilities of the Engineering Department.

Performs a variety of complex technical work in support of the Public Works Department engineering programs including transportation planning and programming, traffic calming, street preservation, ADA compliance, private development projects, capital project planning and implementation, grading and right-of-way code compliance, and other administrative duties.
Supports the creation and implementation of various departmental plans including, but not limited to, the Capital Improvement Plan, Surface Water Comprehensive Plan, and Transportation Improvement Plan, By the Way Plan, and the ADA Transition Plan.
Reviews development proposals for compliance with City code, design standards and ADA compliance.
Performs reviews of larger private development project permit applications such as commercial, multi-family, mixed-use, subdivisions and short plats under the general guidance of the City Engineer and Assistant City Engineer.
Prepares contract documents for Public Works projects to assure compliance with State and City contracting rules and policies, including prevailing wage and insurance requirements.
Independently inspects development construction projects for compliance with applicable codes, approved plans and standards. .
Independently performs site inspections of City construction projects to verify quantities, quality and conformance with plans and specifications.
Prepares designs, plans, and specifications for City projects under the general guidance of staff professional engineers, as assigned. Design contract drawings to assure quality and cost effective construction. Prepares detailed specifications and construction drawings from field notes, field inspections and schematics. Prepares construction cost estimates. Performs field inspections for capital projects.
Manages capital projects, construction contracts and engineering consultant contracts as assigned. Prepares and maintain a variety of records and reports, including project inspection logs, City contract change orders, project pay requests and others as assigned.
Leads special engineering projects as assigned.
Performs traffic studies and data collection for projects; compiles, reviews and analyzes data.
Programs traffic control devices.
Supports the management of the City-wide pavement preservation program.
Prepares and/or reviews engineering plans, reports or contracts including but not limited to: right-of-way, utility permits and franchises for conformance with City and professional standards.
May lead or oversee seasonal employees or interns.
Performs others duties as assigned.

Knowledge, Skills and Abilities:

Required to independently prepare reports, conduct meetings, manage large-scale, complex, and highly visible public and private projects, and independently perform design and analysis using City engineering standards.
Knowledge of sound engineering principles, practices, theories, techniques and design standards.
Knowledge of basic computer applications for engineering design including data entry and spreadsheet applications.
Ability to perform necessary calculations and follow professional standards in design and review of projects or operational systems.Knowledge of laws, regulations and ordinances directly pertaining to public works projects and private development.
Knowledge of construction materials and methods, surveying principles, soils, and hydrology.
Familiarity with development, permit and planning process and public policy developments.
Ability to analyze technical and/or legal implications of projects
Read and prepare plans and specifications, and compare to actual site conditions.
Diplomatically handle citizen questions and concerns.
Ability to research statistical, narrative, and mapping information.
Ability to work cooperatively with other staff, contractors, engineers, and developers.
Ability to communicate effectively, both written and verbally, with staff, contractors, citizens, businesses, engineers, outside agencies and developers.
Familiarity with public works contracting and procurement requirements.
Ability to learn and operate equipment and programs associated with performing traffic studies and traffic calming devices.
Familiarity of the MUTCD, WSDOT LAG Manual, Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right –of-Way (PROWAG), ADA Standards for Accessible Design; WSDOT Standard Specifications.
Knowledge of traffic impact fees and concurrency and the ITE trip generation manual.
Supports the management of the City-wide pavement preservation program. Experience with StreetSaver Online preferred.
Proficient with MS Office including Outlook, Word, Excel.

Experience or familiarity with MS Project, MS PowerPoint, SMARTGov, AutoCAD Civil 3D, and ArcGIS preferred.

While performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle, or feel objects, tools, or controls. The employee frequently is required to talk or hear. The employee is required to stand, walk, reach with hands and arms; and stoop, kneel, crouch, or crawl.

Requires the ability to work outdoors in all types of weather. Requires ability to operate a motor vehicle. The employee is frequently exposed to construction site activities and shall be able to navigate uneven terrain.

The employee must regularly lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The noise level in the work environment is usually moderate including exposure to loud construction noise levels while performing site inspections.

Minimum Qualifications (Education, Experience, Skills):
Any equivalent combination of education and experience which provides the applicant with knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and ability would be:

Education: Associate's degree in mathematics, drafting, surveying, engineering, or other related field. A bachelor's degree in Engineering or related field is desirable.
Experience: Five (5) years progressively responsible experience in Public Works engineering and operations . Preference will be given to municipal public works experience in private development review, permitting, capital projects and/or transportation engineering.

Required Licenses and/or Certificates:
Washington State Driver's license.

Preferred Licenses and/or Certificates:
Certified Erosion Sediment Control Lead (CESCL)
